1. Primal Kyogre
- Type: Water
- Strengths: Unrivaled raw Water-type stats
- Weakness: Electric and Grass
- Best Moveset: Water Gun and Hydro Cannon
Primal Kyogre takes Kyogre’s already dominant performance and cranks it up to the max. With Waterfall and Origin Pulse, it delivers exceptional DPS. One important detail is that this Pokemon is the only Water-type that can learn the Electric-type move Thunder. This means you can keep a handy move that counters other Water-types if needed.
2. Mega Swampert
- Type: Water and Ground
- Strengths: Best Water-type attacker in the game, excellent typing
- Weakness: Grass
- Best Moveset: Water Gun and Hydro Cannon
Mega Swampert is a powerhouse. With Water Gun and Hydro Cannon, it dishes out incredible Water-type damage. Unlike the two previously mentioned Pokemon, Mega Blastoise serves a slightly different purpose. It may not boast the highest DPS, but it makes great use of the Same Type Attack Bonus (STAB). With Water Gun and Hydro Cannon, it performs well in raids—especially when you’re pressed for time. It’s also more accessible, making it a solid option for players with fewer choices.
4. Mega Gyarados

6. Shadow Kingler

- Weakness: Electric and Grass
- Best Moveset: Bubble and Crabhammer
Using a Shadow Pokemon is a high-risk, high-reward strategy. These Pokemon deal 20% more damage but lose 20% of their defense. However, bulk isn’t as necessary if you can defeat enemies before they strike.
Shadow Kingler is often referred to as the “nuke” of Water-types. With Bubble and Crabhammer, it produces some of the highest Water-type DPS in the game. That said, its low durability means it’s best suited for raids where you can quickly rotate it out. If you’re after raw power, Shadow Kingler delivers.
7. Shadow Feraligatr

- Strengths: Affordable and powerful, especially with Hydro Cannon
- Weakness: Electric and Grass
- Best Moveset: Water Gun and Hydro Cannon
Although not a legendary or a Mega, but Shadow Feraligatr holds its own with Water Gun and Hydro Cannon. The shadow boost gives it the damage it needs to keep up with top-tier attackers, and it’s more accessible than rarer Pokemon. It’s a solid pick for mid-level trainers aiming for strong Water-type performance.
8. Shadow Samurott

- Strengths: Great moveset and balance, under-the-radar PvE performer
- Weakness: Electric and Grass
- Best Moveset: Fury Cutter and Hydro Cannon
This is a surprising underdog. With Fury Cutter for quick energy gain and Hydro Cannon for heavy hits, Shadow Feraligatr offers a good mix of speed and power.
